If you want to make sure your device does not consume data while you’re overseas (actively or via background apps), you can specifically turn off Data Roaming in your device settings.
- On an iPhone: Go to Settings > Mobile > Mobile Data Options > Data Roaming
- For Samsung: Check Settings > Connections > Mobile Networks > Data Roaming
